Milicore

The infrastructure of trust for regulated AI, payments, and digital assets.

Milicore is a technology consultancy and infrastructure builder for senior leaders at financial institutions, regulated technology firms, and the enterprises building the next generation of intelligent automation and money movement. We design, build, and deploy production-grade systems anchored on a cryptographic consensus layer that makes multi-party trust operationally real.

Six pillars. One consensus substrate.

Each practice area is anchored on the same cryptographic trust layer, so AI, payments, and digital asset infrastructure share a common foundation for governance, audit, and counterparty assurance.

AI and Agents

Deterministic, auditable AI for regulated environments.

Most enterprise AI deployments stall in regulated industries because the systems can't be audited, reproduced, or governed. Milicore builds agentic systems where every decision is captured on an immutable ledger, every action is reproducible, and every output is fit for regulated use. The result is AI that survives audit, satisfies model risk management requirements, and gives senior leaders the governance posture they need to deploy at scale.

Capabilities: Self-orchestrating agent swarms for deterministic financial analysis. Multi-agent scenario analysis with hash-anchored plans-of-record. Per-agent identity and spend authority through cryptographic wallets.

AI Sovereignty

Models trained on your data, governed by your enterprise, deployed in your infrastructure.

Foundation models trained on the open internet are excellent at general reasoning but cannot see the proprietary data that defines the enterprise — underwriting history, claims experience, trading models, clinical patterns, operational telemetry. The next phase of enterprise AI captures this value directly. Milicore designs and builds sovereign AI deployments where models are fine-tuned, distilled, or purpose-built on proprietary data, with cryptographic audit of training data provenance, multi-party governance of training and inference, and full deployment inside the enterprise's own infrastructure.

Capabilities: Training data provenance with hash anchoring. Multi-party model governance workflows. Sovereign deployment architectures across AWS, Azure, and hybrid environments. Audit-ready model documentation aligned to SR 11-7 and equivalent regulatory frameworks.

Financial Planning and ROI for AI and Agents

The CFO discipline applied to the AI portfolio.

Enterprises are deploying AI at scale, but few have the financial planning and accounting rigor to defend those investments to boards, regulators, or auditors. AI spend is fragmented across foundation model APIs, compute, SaaS, and capitalized engineering — without consistent OpEx and CapEx treatment, defensible value attribution, or an immutable record of how decisions were made. Milicore brings the discipline of institutional financial planning to the AI portfolio: governing cost across the enterprise, attributing value through defensible methods, separating OpEx and CapEx to SOP 98-1, and anchoring every booking on a cryptographic ledger with multi-party signing. The result is an AI portfolio that survives board scrutiny, regulator review, and external audit.

Capabilities: Per-agent loaded cost accounting across foundation model APIs, compute, SaaS, and headcount. Multi-method value attribution with confidence scoring (direct, assist, time-saving, capability uplift). OpEx and CapEx treatment with SOP 98-1 alignment. Scenario analysis with probability-weighted expected value modeling. Tornado and break-point sensitivity analysis on planning assumptions. Cryptographic booking governance with multi-party signer panels and immutable audit trails on the consensus ledger.

Payments

Settlement infrastructure for the next generation of money movement.

Payments are being rebuilt around real-time settlement, programmable money, and disintermediation of legacy rails. Milicore designs and builds payment infrastructure that delivers T+0 settlement, cryptographic finality across counterparties, and chain-agnostic deployment. The architecture is built for institutional buyers who need bank-grade security with the operational economics of modern infrastructure.

Capabilities: SHA-256-anchored distributed ledgers for authorization, clearing, and settlement. Tokenized deposit platforms for financial institutions. Consumer-facing stablecoin payment infrastructure operational across Ethereum, Solana, and other major chains.

Digital Assets

Institutional-grade infrastructure for digital asset custody, settlement, and governance.

Digital asset adoption among regulated institutions is held back by the absence of operationally credible custody, settlement, and governance infrastructure. Milicore builds the institutional substrate that lets banks, asset managers, and financial infrastructure providers offer digital asset products to their customers without taking on unmanageable operational risk.

Capabilities: Shard-based institutional custody supporting n-of-m authorization schemes across BTC, ETH, and Solana. Wallets and cryptographic primitives implemented from scratch using ECDSA/secp256k1 and Ed25519. Backup shard architectures designed for AWS Nitro Enclaves and CloudHSM deployment.

Consensus and Trust Infrastructure

The governance and audit layer underneath the practice.

The common substrate beneath AI, payments, and digital assets is the question of trust between parties who don't fully trust each other — across institutions, across counterparties, across regulatory boundaries. Milicore builds consensus and audit infrastructure that makes multi-party trust operationally real. SHA-256 hash chains, multi-node consensus, cryptographic audit trails, immutable plans-of-record. The infrastructure that makes the other practices defensible to regulators, auditors, and counterparties.

Capabilities: Multi-node consensus ledgers with configurable authorization schemes. Cryptographic audit chains for AI agent actions. Tamper-evident hash anchoring for regulatory-grade record-keeping.
